Article A212-40 of the French Sports Code

The national harmonisation provided for in article R. 212-10-18 is based on:

-the regional directors of youth, sport and social cohesion, who are responsible for drawing up regional schedules of prerequisite tests ;

-national coordinators appointed for a period of three years by the Director of Sport following a call for applications and after receiving the opinion, for sports disciplines, of the national technical director of the federation that has been delegated responsibility for the discipline concerned.

Members of one of the following bodies may be appointed as national coordinators, if they are in a normal position of activity within a department and have expertise in sport, youth or vocational training:

Inspectors-General for Youth and Sport ;

-youth and sports inspectors ;

-senior technical and educational advisors.

Under the authority of the Director of Sport, the national coordinators participate in :

-drawing up reference texts for the professional diplomas they are responsible for monitoring;

-coordinating the range of prerequisite tests for entry to training courses throughout France;

-the harmonisation of complementary selection procedures;

-harmonising the implementation of these diplomas;

-evaluating the certification system.

L’harmonisation nationale prévue à l’article R. 212-10-18 s’appuie :

-sur les directeurs régionaux de la jeunesse, des sports et de la cohésion sociale, chargés d’établir les calendriers régionaux des tests d’exigences préalables ;

-sur les coordonnateurs nationaux désignés pour une période de trois ans par le directeur des sports après appel à candidature et après avis, pour les disciplines sportives, du directeur technique national de la fédération ayant reçu délégation pour la discipline concernée.

Peuvent être désignés pour l’exercice d’une fonction de coordonnateur national les personnels membres d’un des corps suivants, en position normale d’activité au sein d’un service et disposant de compétences en matière sportive, de jeunesse ou de formation professionnelle :

-inspecteurs généraux de la jeunesse et des sports ;

-inspecteurs de la jeunesse et des sports ;

-conseillers techniques et pédagogiques supérieurs.

Sous l’autorité du directeur des sports, les coordonnateurs nationaux participent à :

-l’élaboration des textes de référence concernant les diplômes professionnels qu’ils ont à suivre ;

-la coordination de l’offre des tests d’exigences préalables à l’entrée en formation sur le territoire national ;

-l’harmonisation des modalités de sélection complémentaires ;

-l’harmonisation de la mise en œuvre de ces diplômes ;

-l’évaluation du dispositif de certifications.
