Article A331-2 of the French Sports Code

Any declaration file for a sporting event, as mentioned in article R. 331-6, submitted by the organiser must include :

1° The name, postal and electronic addresses and contact details of the organiser and, where applicable, of the safety coordinator;

2° The title of the event, the date, place and times when it will take place;

3° The sporting discipline concerned and the organisational arrangements for the event, including the programme and the rules specifying whether the start and the movement of participants are grouped together;

4° A detailed itinerary, including a map of the routes to be taken and a list of these routes, showing, where applicable, any pre-defined assembly or control points and the estimated time of passage. This information is provided for each route making up the event;

5° The maximum number of participants in the event and, where applicable, the number of accompanying vehicles. These details must be provided for each route of the event;

6° The safety and protection arrangements for participants and third parties;

7° A certificate of insurance policy taken out by the event organiser or, failing this, a declaration on his honour that he will provide this certificate to the administrative authority no later than six clear days before the start of the event.

By way of derogation from 4°, for sporting disciplines for which the participants’ itinerary cannot be defined in advance, such as orienteering, a map of the participants’ area is sent instead, along with a list of the routes likely to be taken.

Tout dossier de déclaration de manifestation sportive, mentionnée à l’article R. 331-6, présenté par l’organisateur comprend :

1° Les nom, adresse postale et électronique et coordonnées de l’organisateur et, le cas échéant, du coordonnateur chargé de la sécurité ;

2° L’intitulé de la manifestation, la date, le lieu et les horaires auxquels elle se déroule ;

3° La discipline sportive concernée et les modalités d’organisation de la manifestation dont le programme et le règlement précisant si le départ et la circulation des participants sont groupés ;

4° Un itinéraire détaillé incluant le plan des voies empruntées ainsi que la liste de ces voies, sur lequel figurent, le cas échéant, les points de rassemblement ou de contrôle préalablement définis et la plage horaire de passage estimée. Ces éléments sont fournis pour chaque parcours composant la manifestation ;

5° Le nombre maximal de participants de la manifestation ainsi que, le cas échéant, le nombre de véhicules d’accompagnement. Ces éléments sont fournis pour chaque parcours composant la manifestation ;

6° Les dispositions assurant la sécurité et la protection des participants et des tiers ;

7° L’attestation de police d’assurance souscrite par l’organisateur de la manifestation ou, à défaut, une déclaration sur l’honneur engageant l’organisateur à fournir cette attestation à l’autorité administrative au plus tard six jours francs avant le début de la manifestation.

Par dérogation au 4°, les disciplines sportives pour lesquelles l’itinéraire des participants ne peut être défini à l’avance, telles que la course d’orientation, un plan de l’aire d’évolution des participants est transmis en lieu et place ainsi que la liste des voies susceptibles d’être empruntées.
