I.-The six seats for staff representatives on the national joint committee of the chambers of commerce and industry provided for in article 1 of law no. 52-1311 of 10 December 1952 relating to the compulsory establishment of a statute for the administrative staff of the chambers of agriculture, chambers of commerce and chambers of trade are allocated on the basis of the consolidated results obtained by each of the most representative trade union organisations in the first round of elections to the social and economic committees of the network’s establishments. The seats are distributed between the trade union organisations according to the electoral quotient method. Any seats remaining to be filled are allocated on the basis of the highest average.
II.-When the perimeter of a social and economic committee exceeds the perimeter of the regional chamber of commerce and industry or CCI France, staff not directly employed by the chamber of commerce and industry concerned are excluded from the count of registered voters and the validly cast votes of staff not directly employed by the chamber of commerce and industry concerned are excluded from the vote count.
III.-The appointment of the full and alternate members of the national joint committee shall take place under the following conditions:
1° The chairmen’s representatives and their alternates are proposed by the CCI France Board from among the chairmen of serving chambers of commerce and industry.
The trade union organisations, called to sit on the national joint committee, propose their full and alternate representatives from among their full and alternate delegates on the national staff representative body provided for in V of the article 40 of law no. 2019-486 of 22 May 2019;
2° The full and alternate members of the national joint committee are appointed by order of the minister in charge of overseeing the chambers of commerce and industry.
IV.-Alternate members may only sit on the national joint committee if a full member is unable to attend. An alternate member does not automatically replace a full member whose position has become vacant.
V.-The Chairman of the National Joint Committee may, at the request of the Chairman of CCI France or each of the trade union organisations, call technical advisors to attend meetings of the National Joint Committee, appointed for a single meeting of this body. The chairmen of the chambers may have a maximum of six technical advisors, and each of the trade union organisations may have as many technical advisors as there are full representatives. These technical advisors act in an advisory capacity only.
