Article D2197-17 of the French Public procurement code

Where it is clear that a request does not fall within the remit of any committee or that it is inadmissible without any possibility of rectification, the Chairman may reject it by reasoned decision. He may also take note of withdrawals or declare that there are no grounds for the committee to issue an opinion.

Lorsqu’il apparaît manifeste qu’une demande ne relève de la compétence d’aucun comité ou qu’elle est irrecevable sans qu’une régularisation soit possible, le président peut la rejeter par décision motivée. Il peut également donner acte des désistements ou constater qu’il n’y a pas lieu pour le comité de rendre un avis.
