Article D4113-116 of the French Public Health Code

It is the responsibility of the Conseil Départemental de l’Ordre or, in the case of the doctors, dental surgeons and midwives mentioned in article L. 4112-6, the authority to which they report, to implement the appropriate procedures, in particular by comparing the information obtained from the authority that issued the diploma, certificate or other evidence of formal qualifications or the certificate in lieu thereof with the supporting documents produced by the applicant, in order to ensure the authenticity of this document and, where applicable, the legality of the authorisation to practise.

Il appartient au conseil départemental de l’ordre ou, pour les médecins, les chirurgiens-dentistes et les sages-femmes mentionnés à l’article L. 4112-6, à l’autorité dont ils relèvent de mettre en œuvre les procédures appropriées, notamment par confrontation des informations obtenues auprès de l’autorité ayant délivré le diplôme, certificat ou titre ou l’attestation qui en tient lieu avec les pièces justificatives produites par le demandeur, afin de s’assurer de l’authenticité de ce document ainsi que, le cas échéant, de la régularité de l’autorisation d’exercice.
