Article L141-3 of the French Code governing the entry and residence of foreign nationals and the right of asylum

Where the provisions of this code stipulate that information or a decision must be communicated to a foreign national in a language that he understands, this information may be provided either by means of forms written in this language or through an interpreter. The interpreter’s assistance is compulsory if the foreign national does not speak French and cannot read.
If necessary, the interpreter’s assistance may be provided by means of telecommunication. In this case, only an interpreter on a list drawn up by the public prosecutor or an interpreting and translation agency approved by the administration may be used. The name and contact details of the interpreter, as well as the day and the language used, shall be indicated in writing to the foreign national.

Article L141-3

Lorsque les dispositions du présent code prévoient qu’une information ou qu’une décision doit être communiquée à un étranger dans une langue qu’il comprend, cette information peut se faire soit au moyen de formulaires écrits dans cette langue, soit par l’intermédiaire d’un interprète. L’assistance de l’interprète est obligatoire si l’étranger ne parle pas le français et qu’il ne sait pas lire.
En cas de nécessité, l’assistance de l’interprète peut se faire par l’intermédiaire de moyens de télécommunication. Dans une telle hypothèse, il ne peut être fait appel qu’à un interprète inscrit sur une liste établie par le procureur de la République ou à un organisme d’interprétariat et de traduction agréé par l’administration. Le nom et les coordonnées de l’interprète ainsi que le jour et la langue utilisée sont indiqués par écrit à l’étranger.
