I.-The resources allocated to the regional health agency to finance actions aimed at health promotion, health education and the prevention of illness, disability and loss of autonomy may not be allocated to finance healthcare activities or medico-social care and support.
II – The financial resources allocated by the regional health agencies and which correspond to the expenditure targets defined in articles L. 314-3 and L. 314-3-2 of the Code de l’action sociale et des familles (Social Action and Family Code) may not be used to fund establishments, services or benefits other than those mentioned, as appropriate, in articles L. 314-3-1 or L. 314-3-3 of the same code.
In the event of the conversion of activities resulting in a reduction in expenditure financed by the health insurance scheme, and the financing of which is charged to one of the expenditure targets mentioned in articles L. 162-22-9, L. 162-22-18, L. 162-23 and L. 174-1 of the Social Security Code, in activities whose financing is charged to one of the expenditure targets defined in articles L. 314-3 and L. 314-3-2 of the Social Action and Family Code, the regional allocations mentioned in these same articles L. 314-3 and L. 314-3-2 are increased by the credits corresponding to these medico-social activities.
