Article L200-2 of the French Code governing the entry and residence of foreign nationals and the right of asylum

Any person holding the nationality of a Member State is a citizen of the European Union.
European Union citizens exercise the right to move and reside freely in France conferred on them by Articles 20 and 21 of the Treaty on the Functioning of the European Union, under the conditions and within the limits defined by that Treaty and the provisions adopted for its application.
