Article L2123-33 of the French General Code of Local Authorities

Municipalities are liable for damages suffered by municipal councillors and special delegates when they are the victims of accidents occurring either during municipal council meetings or meetings of commissions and boards of directors of municipal social action centres of which they are members, or during the performance of a special mandate.

Les communes sont responsables des dommages subis par les conseillers municipaux et les délégués spéciaux lorsqu’ils sont victimes d’accidents survenus soit à l’occasion de séances des conseils municipaux ou de réunions de commissions et des conseils d’administration des centres communaux d’action sociale dont ils sont membres, soit au cours de l’exécution d’un mandat spécial.
