In the event of general mobilisation, the town council deliberates validly after a single convocation when half of its non-mobilised members attend the meeting.
When the town council is reduced to one third of its members in office due to general mobilisation, the deliberations by which it makes a final decision are enforceable only if, within a period of one month from their transmission to the representative of the State in the department, the latter has not suspended their execution by a reasoned decision. In urgent cases, immediate enforcement may be authorised by the representative of the State in the department.
