Article L2124-4 of the French General Code of Local Authorities

The formal notice provided for in article L. 2124-3 must indicate the time limit given to the mayor or president of the public establishment for inter-communal cooperation to respond to the representative of the State in the department.

Failure to respond within this timeframe is equivalent to a refusal.

Article L2124-4

La mise en demeure prévue à l’article L. 2124-3 doit indiquer le délai imparti au maire ou au président de l’établissement public de coopération intercommunale pour répondre au représentant de l’Etat dans le département.

Le défaut de réponse dans ce délai équivaut à un refus.
