Article L221-1 of the French Civil Aviation Code

The creation of an aerodrome intended for public air traffic, when it does not belong to the State, is subject to the conclusion of an agreement between the Minister responsible for civil aviation and the natural person or the public or private legal entity creating the aerodrome.

Article L221-1

La création d’un aérodrome destiné à la circulation aérienne publique, lorsqu’il n’appartient pas à l’Etat, est subordonnée à la conclusion d’une convention entre le ministre chargé de l’aviation civile et la personne physique ou la personne morale de droit public ou de droit privé qui crée l’aérodrome.
