The College of the French Anti-Doping Agency comprises nine members appointed by decree:
1° Three members of the administrative and judicial courts:
-a Conseiller d’Etat, appointed by the Vice-President of the Conseil d’Etat ;
-a Councillor at the Cour de Cassation, appointed by the First President of that court, who exercises the powers of the President in the event of the latter’s absence or impediment;
-an Advocate General at the Court of Cassation appointed by the Public Prosecutor at the Court of Cassation;
2° Three persons with expertise in the fields of pharmacology, toxicology and sports medicine appointed respectively:
-the President of the Académie nationale de pharmacie ;
-the President of the French Academy of Sciences;
-the President of the Académie nationale de médecine;
3° Three persons qualified in the field of ethics, sport or the fight against doping:
one person who is or has been on the list of top-level sportsmen and sportswomen drawn up in application of the first paragraph of Article L. 221-2, appointed by the President of the French National Olympic and Sports Committee; – one person appointed by the President of the French National Olympic and Sports Committee;
-a person appointed by the President of the French National Olympic and Sports Committee;
-a person appointed by the President of the French National Consultative Ethics Committee for Health and Life Sciences.
Any person involved in the management or activities of an international federation, a national federation, an organisation responsible for major events, a National Olympic Committee, a National Paralympic Committee, the National Sports Agency, the Ministry of Sport or one of its establishments may not be appointed as a member of the Agency’s College.
The Chairman of the College, who is also the Chairman of the Agency, is appointed by decree of the President of the French Republic from among the members of the College for a term of six years.
The term of office for members of the Agency’s College is six years. They may be reappointed once. It shall not be interrupted by any rules concerning age limits that may apply to the persons concerned.
The members of the College of the Agency shall take an oath under conditions laid down by decree.
