Article L2394-1 of the French Public procurement code

A defence or security contract may be amended by agreement or by the purchaser unilaterally, without a new competitive tendering procedure, in the cases provided for in article L. 2194-1.
Such amendments may not change the overall nature of the contract.

Article L2394-1

Un marché de défense ou de sécurité peut être modifié par voie conventionnelle ou par l’acheteur unilatéralement, sans nouvelle procédure de mise en concurrence, dans les cas prévus à l’article L. 2194-1.
Ces modifications ne peuvent changer la nature globale du marché.
