Article L2563-2-1 of the French General Code of Local Authorities

The total amount of the flat-rate allowance for the municipalities in the overseas departments is increased in 2001 by a sum of 40 million francs, taken from the development allowance instituted in article L. 2334-13.

This increase is distributed between the overseas departments in proportion to the population as defined in article L. 2334-2. It is then divided between the communes within each of these departments, except for French Guyana, in proportion to their population as defined above. The communes in French Guyana are allocated 75% in proportion to their population as defined above and 25% in equal shares between them.

Le montant total de la dotation forfaitaire des communes des départements d’outre-mer est majoré en 2001 d’une somme de 40 millions de francs, prélevée sur la dotation d’aménagement instituée à l’article L. 2334-13.

Cette majoration est répartie entre les départements d’outre-mer proportionnellement à la population telle qu’elle est définie à l’article L. 2334-2. Elle est ensuite répartie entre les communes à l’intérieur de chacun de ses départements, sauf pour la Guyane, au prorata de leur population ainsi définie. La répartition entre les communes de Guyane se fait à concurrence de 75 % au prorata de la population ainsi définie et à concurrence de 25 % à parts égales entre elles.
