Article L270-1 of the French Civil Aviation Code

In order to ensure the commercial operation of airports belonging to the State outside mainland France, one or more public commercial establishments may be set up by decree in the Conseil d’Etat.

These decrees specify in particular the administrative and financial organisation of these establishments.

They define the state-owned properties that are entrusted to them for management.

The accounts of these establishments are autonomous and are kept in commercial form.

En vue d’assurer l’exploitation commerciale des aéroports appartenant à l’Etat en dehors du territoire de la France métropolitaine, un ou plusieurs établissements publics à caractère commercial peuvent être institués par décrets en Conseil d’Etat.

Ces décrets précisent en particulier l’organisation administrative et financière de ces établissements.

Ils définissent les immeubles domaniaux dont la gestion leur est confiée.

La comptabilité des établissements dont il s’agit est autonome ; elle est tenue dans la forme commerciale.
