The metropolitan conference of mayors shall draw up, within nine months of each general renewal of the municipal councils, a draft metropolitan coherence pact between the metropolis and the municipalities located within its territory. This draft proposes a strategy for the delegation of powers from the metropolis of Lyon to the municipalities located within its territory, under the conditions defined in Article L. 1111-8. Under the same conditions, this proposes a strategy for the delegation of certain powers from the municipalities to the metropolis of Lyon.
The metropolitan conference of mayors adopts the draft metropolitan coherence pact by a simple majority of the mayors representing half of the total population of the communes located within the territory of the Lyon metropolis.
The metropolitan coherence pact is adopted by deliberation of the council of the Lyon metropolis, after consultation with the municipal councils of the communes located within its territory.
