Article L3633-4 of the French General Code of Local Authorities

The metropolis of Lyon may delegate, by agreement, the creation or management of certain facilities or services within its remit to one or more municipalities located within its territory, to one or more public establishments or to any other territorial authority. Under the same conditions, these local authorities and public establishments may delegate to the Metropole of Lyon the creation or management of certain facilities or services falling within their remit.

The agreement sets out the financial and property arrangements for carrying out the delegated actions and missions. It may provide for all or some of the services of the local authorities and establishments concerned to be made available.

La métropole de Lyon peut déléguer, par convention, la création ou la gestion de certains équipements ou services relevant de ses compétences à une ou plusieurs communes situées sur son territoire, à un ou plusieurs établissements publics ou à toute autre collectivité territoriale. Dans les mêmes conditions, ces collectivités et ces établissements publics peuvent déléguer à la métropole de Lyon la création ou la gestion de certains équipements ou services relevant de leurs compétences.

La convention fixe les modalités financières et patrimoniales d’exercice des actions et missions déléguées. Elle peut prévoir les modalités de mise à disposition de tout ou partie des services des collectivités et établissements intéressés.
