Article L4433-24-1-1 of the French General Code of Local Authorities

As from the transfer of the national road network to an overseas region, the president of the regional council manages the transferred domain. In this capacity, he shall exercise the police powers relating to this management, in particular with regard to traffic on this domain subject to the powers devolved by this code to the mayor and the prefect.

A compter du transfert de la voirie nationale à une région d’outre-mer, le président du conseil régional gère le domaine transféré. A ce titre, il exerce les pouvoirs de police afférents à cette gestion, notamment en ce qui concerne la circulation sur ce domaine sous réserve des attributions dévolues par le présent code au maire et au préfet.
