Article L5425-2 of the French Labour Code

The persons referred to in article L. 5421-4 under the age of sixty-five who can only receive a full old-age pension calculated on the basis of less than 150 quarters of contributions are entitled to a means-tested supplementary allowance paid by the State until the date on which they can have all the pensions to which they are entitled settled at the full rate, under conditions determined by decree by the Conseil d’Etat.

The period during which this supplementary allowance is paid is not taken into account for the purpose of acquiring pension rights.

Les personnes mentionnées à l’article L. 5421-4 de moins de soixante-cinq ans et ne pouvant percevoir qu’une pension de vieillesse à taux plein calculée sur une durée de cotisation inférieure à 150 trimestres bénéficient sous condition de ressources d’une allocation complémentaire à la charge de l’Etat jusqu’à la date à laquelle elles peuvent faire liquider au taux plein l’ensemble des pensions auxquelles elles peuvent prétendre, dans des conditions déterminées par décret en Conseil d’Etat.

La période pendant laquelle cette allocation complémentaire est versée n’est pas prise en considération en vue de l’ouverture de droits à pension.
