Article L552-12 of the French Code governing the entry and residence of foreign nationals and the right of asylum

A foreign national who does not have stable accommodation and who expresses the wish to lodge an asylum application may be admitted to one of the accommodation facilities mentioned in 2° of article L. 552-1 before their asylum application is registered.
Decisions on admission and exit are taken by the French Office for Immigration and Integration, taking account of the foreign national’s personal and family situation.

Article L552-12

Un étranger qui ne dispose pas d’un hébergement stable et qui manifeste le souhait de déposer une demande d’asile peut être admis dans un des lieux d’hébergement mentionnés au 2° de l’article L. 552-1 avant l’enregistrement de sa demande d’asile.
Les décisions d’admission et de sortie sont prises par l’Office français de l’immigration et de l’intégration en tenant compte de la situation personnelle et familiale de l’étranger.
