Article L5816-3 of the French General Code of Local Authorities

Each municipal council appoints from among its members, by secret ballot, the number of delegates set by the instituting decision. The members who obtain the highest number of votes are appointed.

The chairman of the syndicate commission is appointed from among its members by the State representative in the department.

Chaque conseil municipal désigne en son sein, au scrutin secret, le nombre de délégués fixé par la décision institutive. Sont nommés les membres qui obtiennent le plus grand nombre de voix.

Le président de la commission syndicale est nommé parmi ses membres par le représentant de l’Etat dans le département.
