Article L7122-4 of the French General Code of Local Authorities

When the functioning of the Assembly of French Guyana proves impossible, the Government may pronounce its dissolution by reasoned decree taken in the Council of Ministers; it shall inform Parliament of this as soon as possible.

Dissolution may never be pronounced by way of a general measure.
