The President may decide that the meeting of the Assembly of French Guiana shall be held in several places, by videoconference.

When the meeting of the assembly of French Guiana is held by videoconference, the quorum is assessed on the basis of the presence of councillors to the assembly of French Guiana in the various places by videoconference.

Votes may only be taken by public ballot. If a request for a secret ballot is adopted, the President shall postpone the item on the agenda to a later meeting, which may not be held by videoconference. The public ballot may be organised either by roll call or by electronic ballot, under conditions that guarantee its sincerity. In the event of a tie, the Chairman has the casting vote. The Chairman shall announce the result of the vote, which shall be recorded in the minutes together with the names of those who voted.

The meeting of the Guyana Assembly shall be held in the presence of the Chairman.
Meetings of the Assembly of French Guyana may not be held in more than one place by videoconference for the election of the President and the Standing Committee, nor for the adoption of the initial budget, nor for the application of articles L. 7122-23 and L. 7122-25. The Assembly of French Guyana shall meet in one and the same place at least once every six months.
When the meeting of the Assembly of French Guyana is held entirely or partially by videoconference, it is broadcast live to the public on the website of the territorial collectivity of French Guyana. Where venues are made available by the Assembly of French Guyana for the holding of one of its meetings by videoconference, each of them shall be accessible to the public.

Le président peut décider que la réunion de l’assemblée de Guyane se tient en plusieurs lieux, par visioconférence.

Lorsque la réunion de l’assemblée de Guyane se tient par visioconférence, le quorum est apprécié en fonction de la présence des conseillers à l’assemblée de Guyane dans les différents lieux par visioconférence.

Les votes ne peuvent avoir lieu qu’au scrutin public. En cas d’adoption d’une demande de vote secret, le président reporte le point de l’ordre du jour à une séance ultérieure, qui ne peut se tenir par visioconférence. Le scrutin public peut être organisé soit par appel nominal, soit par scrutin électronique, dans des conditions garantissant sa sincérité. En cas de partage des voix, la voix du président est prépondérante. Le président proclame le résultat du vote, qui est reproduit au procès-verbal avec le nom des votants.

La réunion de l’assemblée de Guyane ne peut se tenir en plusieurs lieux par visioconférence pour l’élection du président et de la commission permanente, ni pour l’adoption du budget primitif, ni pour l’application des articles L. 7122-23 et L. 7122-25. L’assemblée de Guyane se réunit en un seul et même lieu au moins une fois par semestre.

Lorsque la réunion de l’assemblée de Guyane se tient entièrement ou partiellement par visioconférence, elle est diffusée en direct à l’attention du public sur le site internet de la collectivité territoriale de Guyane. Lorsque des lieux sont mis à disposition par l’assemblée de Guyane pour la tenue d’une de ses réunions par visioconférence, chacun d’entre eux est accessible au public.

Lorsque la réunion de l’assemblée de Guyane se tient entièrement ou partiellement par visioconférence, il en est fait mention dans la convocation adressée en application de l’article L. 7122-20.
