The Assembly of French Guiana is associated through agreements concluded with the State with the development and implementation of the policy for the development of the Guianese forest.
By way of derogation from Article L. 3211-5 of the French General Code on the Ownership of Public Property, these agreements set out the conditions under which areas belonging to the State may be transferred in full ownership to local authorities if they are required to carry out their infrastructure or development projects.
The agreements also lay down the conditions for determining, in built-up areas, vacant and no-man’s property for the purpose of devolution to local authorities, the determination of protection areas in natural zones and the procedures for examining forestry permit applications in the light of communal development plans.
