At least twelve days before the meeting of the Assembly of Martinique, the President of the Assembly shall send to the councillors, in any form whatsoever, the reports and draft resolutions which have been sent to him by the President of the Executive Council under the conditions laid down in article L. 7225-3, as well as projects on which the Economic, Social, Environmental, Cultural and Education Council must be consulted, together with the opinion of this council, which have been forwarded to it under the same conditions.
The reports and drafts referred to in the first paragraph may be made available to councillors who so wish by secure electronic means; this availability is the subject of a notice sent to each of these councillors under the conditions laid down in the same paragraph.
Without prejudice to the provisions of article L. 7222-19, in the event of an emergency, the time limit provided for in the first paragraph of this article may be shortened by the President of the Assembly, but may not be less than one clear day.
The President of the Assembly reports at the opening of the session of the Assembly of Martinique, which decides on the urgency and may decide to refer the discussion, in whole or in part, to the agenda of a subsequent session.
