Article L7321-4 of the French Labour Code

Branch managers are responsible for the application of the provisions mentioned in 1° to 5° of article L. 7321-3 with regard to the employees under their authority, in place and stead of the company manager with whom they have contracted, provided that they have complete freedom to recruit, dismiss and set the working conditions of these employees.

Les gérants de succursales sont responsables à l’égard des salariés placés sous leur autorité, au lieu et place du chef d’entreprise avec lequel ils ont contracté, de l’application des dispositions mentionnées aux 1° à 5° de l’article L. 7321-3 à condition d’avoir toute liberté en matière d’embauche, de licenciement et de fixation des conditions de travail de ces salariés.
