In the absence of an extended collective labour agreement or where the wages practised in the workshop are significantly higher than the hourly rates provided for by the applicable collective labour agreement or arrangement, the administrative authority shall establish the wages usually paid in the region to workers of the same profession and of average skill working in the workshop and performing the various jobs common to the profession.
In regions where, for the occupations in question, only home work is practised, the administrative authority fixes the hourly rate of pay on the basis of the wages of workers of average skill performing similar work in workshops in the region or in similar regions.
The hourly rate of pay thus fixed may be revised either automatically or at the request of the employers or workers concerned, where changes in wages have occurred generally in the industry concerned.
