Article R1112-7 of the French General Code of Local Authorities

Two identical types of ballot papers, printed in black on white paper, one bearing the answer “YES” and the other the answer “NO”, shall be supplied by the authority having decided on the referendum, in a number equal to that of the registered voters within the jurisdiction of the organising authority. They are sent to the town hall at the latest on the Tuesday preceding the poll.

The ballot papers and the electoral envelopes are placed at the disposal of the electors in each polling station, under the responsibility of the president of the polling station.

On polling day, the territorial authority having decided on the referendum may supplement, as necessary, the quantities of ballot papers deposited in the polling stations.

Deux types identiques de bulletins de vote, imprimés en couleur noire sur papier blanc, l’un portant la réponse ” OUI ” et l’autre la réponse ” NON “, sont fournis par la collectivité ayant décidé le référendum, en nombre égal à celui des électeurs inscrits dans le ressort de la collectivité organisatrice. Ils sont expédiés en mairie au plus tard le mardi précédant le scrutin.

Les bulletins de vote et les enveloppes électorales sont placés, dans chaque bureau de vote, à la disposition des électeurs, sous la responsabilité du président du bureau de vote.

Le jour du scrutin, la collectivité territoriale ayant décidé le référendum peut compléter, en tant que de besoin, les quantités de bulletins déposés dans les bureaux de vote.
