Article R112-39 of the French Sports Code

The regional sports project is drawn up by the regional sports conference for a period it decides, which may not exceed five years. It includes:

1° An assessment of existing sports provision in the region, including in particular the identification of any territorial deficits and the public groups for whom it is not accessible;

2° A programme including the measures and actions to be implemented, in particular with regard to the objectives mentioned in 1° to 8° of article L. 112-14 and taking into account the national guidelines in terms of sports policy defined within the framework of the agreement on objectives and resources signed between the State and the National Sports Agency and the specific characteristics of each territory where they are to be implemented;

3° The methods for monitoring the action programme.

It refers to existing contributions and organisations, in particular the collective sports services plan mentioned in article L. 111-2, where applicable the regional sports development plan drawn up by the territorial conference on public action mentioned inarticle L. 1111-9-1 of the General Local Authorities Code, where applicable, the plan contracts mentioned inarticle 11 of law no. 82-653 of 29 July 1982 on planning reform, federal sports projects and the work of thematic commissions.

It is sent to the National Sports Agency by the chair of the regional sports conference and published.

The territorial sports project may be revised under the conditions defined in this article. A revision must be initiated at least six months before the end of the current project. Failing this, the current project is extended for a maximum period of twelve months.

Le projet sportif territorial est établi par la conférence régionale du sport pour une durée qu’elle décide et qui ne peut dépasser cinq ans. Il comprend :

1° Un bilan de l’offre sportive existante sur le territoire régional, comportant notamment l’identification de ses éventuels déficits territoriaux et des publics à l’égard desquels elle présente des défauts d’accessibilité ;

2° Un programme comportant les mesures et les actions à mettre en œuvre au regard notamment des objectifs mentionnés aux 1° à 8° de l’article L. 112-14 et tenant compte des orientations nationales en matière de politique sportive définies dans le cadre de la convention d’objectifs et de moyens conclue entre l’Etat et l’Agence nationale du sport et des spécificités de chaque territoire où elles ont vocation à être mises en œuvre ;

3° Les modalités de suivi du programme d’action.

Il fait mention des contributions et organisations existantes, en particulier le schéma de services collectifs du sport mentionné à l’article L. 111-2, le cas échéant le schéma régional de développement du sport élaboré par la conférence territoriale de l’action publique mentionnée à l’article L. 1111-9-1 du code général des collectivités territoriales, le cas échéant les contrats de plan mentionnés à l’article 11 de la loi n° 82-653 du 29 juillet 1982 portant réforme de la planification, les projets sportifs fédéraux et les travaux des commissions thématiques.

Il est transmis à l’Agence nationale du sport par le président de la conférence régionale du sport et publié.

Le projet sportif territorial peut être révisé dans les conditions définies au présent article. Une révision est nécessairement engagée six mois au moins avant le terme du projet en cours. A défaut, le projet en cours est prorogé pour une durée maximale de douze mois.
