Article R121-33 of the French Code governing the entry and residence of foreign nationals and the right of asylum

As part of its remit set out in the first paragraph of Article L. 121-13, the board of directors of the office deliberates on the following matters:
1° The general organisation of the establishment;
2° The activity report;
3° The budget and its amendments;
4° The financial account;
5° Donations and legacies;
6° Proposed purchases, exchanges, sales or leases of buildings.
It adopts its internal regulations.
It issues an opinion on appointments to the posts of Secretary General, Deputy Secretary General and Head of Division.
The Board of Directors studies and proposes to the Government any measures likely to improve the lot of refugees, beneficiaries of subsidiary protection and stateless persons as well as the operation of the Office.
Each year, the Office sends the activity report to the ministers concerned, who send it to Parliament pursuant to Article L. 121-12.

Dans le cadre de ses attributions fixées au premier alinéa de l’article L. 121-13, le conseil d’administration de l’office délibère sur les objets suivants :
1° L’organisation générale de l’établissement ;
2° Le rapport d’activité ;
3° Le budget et ses modifications ;
4° Le compte financier ;
5° Les dons et legs ;
6° Les projets d’achat, d’échange, de vente ou de location d’immeubles.
Il arrête son règlement intérieur.
Il émet un avis sur les nominations aux emplois de secrétaire général, de secrétaire général adjoint et de chef de division.
Le conseil d’administration étudie et propose au Gouvernement toutes mesures propres à améliorer le sort des réfugiés, des bénéficiaires de la protection subsidiaire et des apatrides ainsi que le fonctionnement de l’office.
L’office adresse chaque année le rapport d’activité aux ministres intéressés, qui l’adressent au Parlement en application de l’article L. 121-12.
