In addition to the technical rules mentioned in article R. 131-32, the delegating federations :
1° Define the rules applicable to the equipment necessary for the smooth running of the sporting competitions they organise or authorise, i.e. the playing area open to sportsmen and sportswomen and the installations built thereon or the installations which, while being external to the playing area, contribute to the running of these competitions under satisfactory conditions of hygiene, safety and fair play;
2° Check and validate, in application of 4° and 9° of article R. 132-10, the compliance with their federal regulations of the technical characteristics of the equipment, facilities, playing areas and installations that are essential to the smooth running of sporting competitions.
In this respect, they may not impose rules on sports facilities dictated by commercial imperatives, such as the definition of the number of seats and areas allocated for the reception of the public or the determination of devices and installations whose sole purpose is to allow the audiovisual broadcasting of competitions.
Regulations relating to sports equipment may not impose the choice of a particular brand for a specific item of equipment or material.
