Article R131-33 of the French Sports Code

In addition to the technical rules mentioned in article R. 131-32, the delegating federations :

1° Define the rules applicable to the equipment necessary for the smooth running of the sporting competitions they organise or authorise, i.e. the playing area open to sportsmen and sportswomen and the installations built thereon or the installations which, while being external to the playing area, contribute to the running of these competitions under satisfactory conditions of hygiene, safety and fair play;

2° Check and validate, in application of 4° and 9° of article R. 132-10, the compliance with their federal regulations of the technical characteristics of the equipment, facilities, playing areas and installations that are essential to the smooth running of sporting competitions.

In this respect, they may not impose rules on sports facilities dictated by commercial imperatives, such as the definition of the number of seats and areas allocated for the reception of the public or the determination of devices and installations whose sole purpose is to allow the audiovisual broadcasting of competitions.

Regulations relating to sports equipment may not impose the choice of a particular brand for a specific item of equipment or material.

Article R131-33

Outre les règles techniques mentionnées à l’article R. 131-32, les fédérations délégataires :

1° Définissent les règles applicables aux équipements nécessaires au bon déroulement des compétitions sportives qu’elles organisent ou autorisent, c’est-à-dire à l’aire de jeu ouverte aux sportifs et aux installations édifiées sur celle-ci ou aux installations qui, tout en étant extérieures à l’aire de jeu, concourent au déroulement de ces compétitions dans des conditions d’hygiène, de sécurité et de loyauté satisfaisantes ;

2° Contrôlent et valident, en application des 4° et 9° de l’article R. 132-10, la conformité à leur règlement fédéral des caractéristiques techniques du matériel, des équipements, des aires de jeu et des installations indispensables au bon déroulement des compétitions sportives.

A ce titre, elles ne peuvent imposer, en matière d’équipements sportifs, des règles dictées par des impératifs d’ordre commercial, telles que la définition du nombre de places et des espaces affectés à l’accueil du public ou la détermination de dispositifs et d’installations ayant pour seul objet de permettre la retransmission audiovisuelle des compétitions.

Les règlements relatifs aux équipements sportifs ne peuvent imposer le choix d’une marque pour un matériel ou un matériau déterminé.
