Prior to the adoption or revision of the national health strategy, a public consultation is organised on the initiative of the Minister for Health. This consultation concerns the objectives and priorities of the draft national health strategy. This public consultation may be carried out by electronic means. The opening and closing dates, as well as the organisational procedures, are set by order of the Minister for Health.
The National Health Conference and the High Council for Public Health are consulted by the Minister for Health on the draft national health strategy and may submit any proposal likely to contribute to its definition or revision.
The Minister for Health may also propose to the National Health Conference that it organises public debates on certain themes of the draft national health strategy. To this end, the National Health Conference may organise debates in the regions, where appropriate in consultation with the regional health and autonomy conferences, the territorial health councils and the regional or inter-regional areas for ethical reflection.
The summary of the opinions collected during the public consultation is made public by the Minister for Health within four months of the closing date of the public consultation.
