Article R1424-1-1 of the French General Code of Local Authorities

The departmental and territorial fire and rescue services are classified in descending order into three categories A, B and C, on the basis of population as defined in article L. 3334-2.

This classification is set by order of the minister responsible for civil security.

Where the existence of particular risks justifies it, the minister may, on a proposal from the prefect of the department, after receiving the assent of the board of directors of the fire and rescue service concerned and on the basis of a report from the general civil security inspectorate, classify this service in the category immediately higher than that resulting from the application of the first paragraph.

The organisation of the departmental or territorial fire and rescue service and the level and distribution of the ranks of the officers assigned to it are determined according to its classification.

Article R1424-1-1

Les services départementaux et territoriaux d’incendie et de secours sont classés par ordre décroissant en trois catégories A, B et C, sur la base de la population telle que définie à l’article L. 3334-2.

Ce classement est fixé par arrêté du ministre chargé de la sécurité civile.

Lorsque l’existence de risques particuliers le justifie, le ministre peut, sur proposition du préfet du département, après avis conforme du conseil d’administration du service d’incendie et de secours concerné et sur rapport de l’inspection générale de la sécurité civile, classer ce service dans la catégorie immédiatement supérieure à celle résultant de l’application du premier alinéa.

L’organisation du service départemental ou territorial d’incendie et de secours ainsi que le niveau et la répartition des grades des officiers qui y sont affectés sont déterminés en fonction de son classement.
