The director manages the public establishment for cultural or environmental cooperation.
In this capacity:
a) He draws up and implements the artistic, cultural, educational, environmental or scientific project and reports on its execution to the board of directors;
b) He ensures the programming of the establishment’s artistic, scientific, educational, environmental or cultural activity;
c) He is the authorising officer for revenue and expenditure ;
d) He prepares the budget and its amending decisions and ensures its execution;
e) He manages all departments;
f) He enters into all acts, contracts and markets, under the conditions defined by the Board of Directors;
g) He represents the establishment in legal proceedings and in all acts of civil life.
He recruits and appoints to posts in the institution, when the latter has an industrial and commercial nature and is consulted, for an opinion, by the chairman of the board of directors on recruitment and appointment to posts in the institution, when the latter has an administrative nature.
He may, by delegation from the board of directors and with the assent of the accounting officer, create revenue, imprest and income and imprest accounts subject to the operating conditions provided for in the articles R. 1617-1 to R. 1617-18.
He participates in the Board of Directors in an advisory capacity, except when he is personally concerned by the matter under discussion.
He may delegate his signature to one or more department heads under his authority.
