Article R166 of the French Code of Criminal Procedure

In criminal matters, copies may be issued to third parties, without prior authorisation:

1° Decisions of the Court of Cassation;

2° Decisions of courts of first or second instance, when they are final and have been handed down publicly following a public debate.
