Article R2111-11 of the French Public procurement code

Where the purchaser formulates a technical specification by reference to a standard or an equivalent document, he may not reject a tender on the grounds that it does not comply with that standard or document if the tenderer proves, by any appropriate means, that the solutions he proposes satisfy in an equivalent manner the requirements defined by that standard or document.
Where the purchaser formulates a technical specification in terms of performance or functional requirements, he may not reject a tender if it complies with a standard or equivalent document corresponding to these performance or functional requirements. The tenderer shall prove, by any appropriate means, that this standard or equivalent document corresponds to the performance or functional requirements defined by the purchaser.

Lorsque l’acheteur formule une spécification technique par référence à une norme ou à un document équivalent, il ne peut pas rejeter une offre au motif que celle-ci n’est pas conforme à cette norme ou à ce document si le soumissionnaire prouve, par tout moyen approprié, que les solutions qu’il propose satisfont de manière équivalente aux exigences définies par cette norme ou ce document.
Lorsque l’acheteur formule une spécification technique en termes de performances ou d’exigences fonctionnelles, il ne peut pas rejeter une offre si celle-ci est conforme à une norme ou à un document équivalent correspondant à ces performances ou exigences fonctionnelles. Le soumissionnaire prouve, par tout moyen approprié, que cette norme ou ce document équivalent correspond aux performances ou exigences fonctionnelles définies par l’acheteur.
