Subject to the provisions of sub-section 3 of this section, the State, its public establishments other than those of an industrial and commercial nature, local authorities, their public establishments and their groupings conclude a final price contract.

L’Etat, ses établissements publics autres que ceux ayant un caractère industriel et commercial, les collectivités territoriales, leurs établissements publics et leurs groupements concluent, sous réserve des dispositions de la sous-section 3 de la présente section, un marché à prix définitif.
