Article R2131-14 of the French Public procurement code

Contracts for social services and other specific services mentioned in 3° of article R. 2123-1, for which the estimated value of the need is lower than the European threshold applicable to these contracts, which is set out in a notice annexed to this code, shall be advertised in a manner appropriate to the characteristics of the contract, in particular its value and the nature of the services in question.

Les marchés de services sociaux et autres services spécifiques mentionnés au 3° de l’article R. 2123-1, dont la valeur estimée du besoin est inférieure au seuil européen applicable à ces marchés qui figure dans un avis annexé au présent code, font l’objet d’une publicité adaptée en fonction des caractéristiques du marché, notamment de son montant et de la nature des services en cause.
