Article R2131-3 of the French General Code of Local Authorities

The mayor signs an agreement with the prefect that includes the reference of the approved system or the system exempt from approval mentioned in article R. 2131-2-A and which provides in particular:

a) The date on which the municipality is connected to the teletransmission chain;

b) The nature and characteristics of the acts transmitted electronically;

c) The respective commitments of the mayor and the prefect for the organisation and operation of teletransmission.

Article R2131-3

Le maire signe avec le préfet une convention comprenant la référence du dispositif homologué ou du dispositif dispensé d’homologation mentionné à l’article R. 2131-2-A et qui prévoit notamment :

a) La date de raccordement de la commune à la chaîne de télétransmission ;

b) La nature et les caractéristiques des actes transmis par la voie électronique ;

c) Les engagements respectifs du maire et du préfet pour l’organisation et le fonctionnement de la télétransmission.
