Article R2131-7 of the French Public procurement code

The purchaser may use a notice referred to in Article R. 2131-1 to issue an invitation to tender for contracts for social services and other specific services mentioned in 3° of Article R. 2123-1 when the estimated value of the need is equal to or greater than the European threshold applicable to these contracts, which is set out in a notice annexed to this Code.
In this case, the notice mentioned in article R. 2131-1 must meet the following conditions:
1° Make specific reference to the types of services that will be the subject of the contracts to be awarded;
2° Indicate that the contracts will be awarded without further publication and invite interested economic operators to express their interest in writing.

L’acheteur peut utiliser, pour lancer un appel à la concurrence, un avis mentionné à l’article R. 2131-1 pour les marchés de services sociaux et autres services spécifiques mentionnés au 3° de l’article R. 2123-1 lorsque la valeur estimée du besoin est égale ou supérieure au seuil européen applicable à ces marchés qui figure dans un avis annexé au présent code.
Dans ce cas, l’avis mentionné à l’article R. 2131-1 doit remplir les conditions suivantes :
1° Faire référence spécifiquement aux types de services qui feront l’objet des marchés à passer ;
2° Indiquer que les marchés seront passés sans publication ultérieure et inviter les opérateurs économiques intéressés à manifester leur intérêt par écrit.
