Article R2162-32 of the French Public procurement code

Contracting entities may only terminate the qualification of an economic operator for reasons based on the rules and criteria mentioned in Article R. 2162-30. The intention to terminate the qualification shall be notified to this operator in advance, in writing, stating the reasons, at least fifteen days before the date set for terminating the qualification.

Les entités adjudicatrices ne peuvent mettre fin à la qualification d’un opérateur économique que pour des raisons fondées sur les règles et critères mentionnés à l’article R. 2162-30. L’intention de mettre fin à la qualification est préalablement notifiée à cet opérateur, par écrit motivé, au moins quinze jours avant la date prévue pour mettre fin à la qualification.
