Article R2162-49 of the French Public procurement code

In order to award a specific contract, the purchaser shall invite all candidates admitted to the dynamic purchasing system to submit a tender under the conditions set out in Articles R. 2144-8 and R. 2144-9.
Where the system is subdivided into categories of products, services or works, the purchaser shall invite all candidates admitted for the category corresponding to the specific contract concerned.

Afin de procéder à l’attribution d’un marché spécifique, l’acheteur invite tous les candidats admis dans le système d’acquisition dynamique à présenter une offre dans les conditions des articles R. 2144-8 et R. 2144-9.
Lorsque le système est subdivisé en catégories de produits, de services ou de travaux, l’acheteur invite tous les candidats admis pour la catégorie correspondant au marché spécifique concerné.
