Article R2162-56 of the French Public procurement code

The purchaser may award specific contracts under a dynamic purchasing system by requiring that tenders be submitted in the form of an electronic catalogue.
It may also award specific contracts in accordance with the provisions of 2° of Article R. 2162-55, provided that the request to participate in the dynamic purchasing system is accompanied by an electronic catalogue that complies with the technical specifications and format provided by the purchaser. This catalogue is then completed by the candidates when they are informed of the purchaser’s intention to compile tenders by collecting information.

L’acheteur peut attribuer des marchés spécifiques dans le cadre d’un système d’acquisition dynamique en exigeant que les offres soient présentées sous la forme d’un catalogue électronique.
Il peut également attribuer des marchés spécifiques conformément aux dispositions du 2° de l’article R. 2162-55, à condition que la demande de participation au système d’acquisition dynamique soit accompagnée d’un catalogue électronique conforme aux spécifications techniques et au format prévus par l’acheteur. Ce catalogue est ensuite complété par les candidats lorsqu’ils sont informés de l’intention de l’acheteur de constituer des offres en procédant à la collecte d’information.
