Article R2162-9 of the French Public procurement code

For contracting authorities, where a framework agreement is concluded with a single economic operator, subsequent contracts are awarded under the conditions laid down in the framework agreement. Prior to the conclusion of the subsequent contracts, the contracting authority may ask the contractor in writing to supplement its tender.

Pour les pouvoirs adjudicateurs, lorsqu’un accord-cadre est conclu avec un seul opérateur économique, les marchés subséquents sont attribués dans les conditions fixées par l’accord-cadre. Préalablement à la conclusion des marchés subséquents, le pouvoir adjudicateur peut demander par écrit au titulaire de compléter son offre.
