Article R2171-19 of the French Public procurement code

When the consultation documents for global contracts provide for the submission of services, they indicate the amount of the premium that will be paid to tenderers as well as the conditions for its reduction or elimination:
1° For the award of a design-build contract when this is awarded by a purchaser subject to the provisions of Book IV of this Part;
2° For the award of a global performance contract that includes design services.

Lorsque les documents de la consultation des marchés globaux prévoient la remise de prestations, ils indiquent le montant de la prime qui sera versée aux soumissionnaires ainsi que ses modalités de réduction ou de suppression :
1° Pour la passation d’un marché de conception-réalisation lorsque celui-ci est passé par un acheteur soumis aux dispositions du livre IV de la présente partie ;
2° Pour la passation d’un marché global de performance qui comporte des prestations de conception.
