Article R2172-17 of the French Public procurement code

When the contract for the decoration of public buildings concerns the purchase or commission of one or more artistic works and its value exceeds the European thresholds mentioned in a notice annexed to this code, it is awarded in accordance with the rules defined in Titles I to VI and VIII.
However, the purchaser is also required to involve an artistic committee in accordance with the provisions of sub-section 3.

Article R2172-17

Lorsque le marché de décoration des constructions publiques porte sur l’achat ou la commande d’une ou plusieurs réalisations artistiques et que son montant est supérieur aux seuils européens mentionnés dans un avis figurant en annexe du présent code, il est passé selon les règles définies aux titres Ier à VI et VIII.
Toutefois, l’acheteur est également tenu de faire intervenir un comité artistique conformément aux dispositions de la sous-section 3.
