Article R2181-4 of the French Public procurement code

At the request of any tenderer who has made a tender which has not been rejected on the grounds that it was irregular, unacceptable or inappropriate, the purchaser shall communicate as soon as possible and no later than fifteen days from receipt of this request:
1° Where the negotiations or dialogue have not yet been completed, information relating to the progress of the negotiations or dialogue;
2° Where the contract has been awarded, the characteristics and advantages of the tender selected.

A la demande de tout soumissionnaire ayant fait une offre qui n’a pas été rejetée au motif qu’elle était irrégulière, inacceptable ou inappropriée, l’acheteur communique dans les meilleurs délais et au plus tard quinze jours à compter de la réception de cette demande :
1° Lorsque les négociations ou le dialogue ne sont pas encore achevés, les informations relatives au déroulement et à l’avancement des négociations ou du dialogue ;
2° Lorsque le marché a été attribué, les caractéristiques et les avantages de l’offre retenue.
