Article R221-2 of the French Sports Code

No one may be registered on the list of top-level sportsmen and women :

1° If he/she has not been the subject of a proposal to this effect by a delegated sports federation ;

2° If he/she does not compete or has not competed at international level in a sport whose high-level status has been recognised by the Minister for Sport;

3° If they do not have or have not demonstrated a sufficient level of sporting ability under the conditions set out in articles R. 221-4, R. 221-5 and R. 221-6;

4° If they are under twelve years of age during the year in which they are registered on the list;

5° If they have not signed an agreement with a delegated sports federation in accordance with article L. 221-2-1.

Article R221-2

Nul ne peut être inscrit sur la liste des sportifs de haut niveau :

1° S’il n’a pas fait l’objet d’une proposition en ce sens par une fédération sportive délégataire ;

2° S’il ne pratique pas ou n’a pas pratiqué la compétition au plan international dans une discipline sportive dont le caractère de haut niveau a été reconnu par le ministre chargé des sports ;

3° S’il ne justifie pas ou n’a pas justifié d’un niveau sportif suffisant dans les conditions prévues aux articles R. 221-4, R. 221-5 et R. 221-6 ;

4° S’il est âgé de moins de douze ans au cours de l’année de son inscription sur la liste ;

5° S’il n’a pas conclu une convention avec une fédération sportive délégataire conformément à l’article L. 221-2-1.
