Article R2313-3 of the French Public procurement code

Where the purchaser reserves a contract or parts of a contract for economic operators who employ disabled workers, the invitation to tender shall refer to Article L. 2113-12.
The minimum proportion referred to in that same article is set at 50%.

Lorsque l’acheteur réserve un marché ou des lots d’un marché aux opérateurs économiques qui emploient des travailleurs handicapés, l’avis d’appel à la concurrence renvoie à l’article L. 2113-12.
La proportion minimale mentionnée à ce même article est fixée à 50 %.
